The strategy map framework is a robust and comprehensive "theory of change" to solve a complex problem like the opioid and addiction epidemic. Even though it is technically impossible to have a comprehensive strategy map demonstrated to solve the problem we are facing, the OCRH Strategy Map is one informed theory for how communities can take action.
