TBD  % of women who reported difficulties in accessing contraception before they become pregnant   This would best be collected in some sort of survey by organizations that worked with women who are pregnant and giving brith.  Explore the best options for getting a good sample size and not counting the same women multiple times.    Likely based on a sample size in a survey   Work with community partners who either might be collecting this type of data, or consider adding a new data collection tool. 
# of women who were assisted in getting access to contraception.   This would track the progress of specific programs that either already existed or that get launched as a part of this strategy to monitor the number of women who are being helped.    Ideally the sum of the # of women assisted by several different programs that are helping women get access to contraception.    Potentially collect data from differnet programs involved with this, ideally sharing the types of contraception provided.
