Individuals or organizations that want to build a carpetball table have to put in a lot of time to find a good design, get the materials and tools, and do a one-time build. This makes it much more work and higher cost.   A Youth-run business can get pre-orders for many different indoor or outdoor carpetball tables.  They can get a depost that pays for the materials, and then they can build a batch of them much more efficiently than if they were built one at a time.  This can reduced the cost and still be profitable for a small business. 
Few people are familiar with the game, so they wouldn't know what to do if they even saw a carpetball table.   If many people learn to play carpetball in different places (school, faith communities, apartments, etc.) then they would easily join in wherever they saw a carpetball table.
