2. Measure: Average length of stay for NAS newborns
- Description: The increase in opioid abuse has been an increase in the number of infants born with opioid dependence. These infants often require costly, prolonged stays in the neonatal intensive care unit (NICU) for drug withdrawal treatment.

3. Measure: number of people engaging in the cuddler program that have experienced positive results
- Description: The cuddler program is where trained volunteers hold the babies to calm them and give them a human connection when parents were not there to do it themselves. Its purpose is to speed up the recovery rate of NAS newborns.
