Description of Objective

Having a PDMP in place is of greatly reduced value if it is not consistently used by phyisicans.   Physicians are busy and under a lot of time pressure, so they don't always use PDMPs properly.  One way to increase the use of the PDMP is to adopt technologies or practices that reduce the burden and time required from the physician and increase the value that they get from the data.   This can create a better pathway to increase adoption than pressure or penalties.

Current PDMP use rates are low, so the value of both the data (for analysis) and the functionality to dectect things like doctor shopping is significantly reduced. As a result of tools and/or practices that make it easier for the physican to use the PDMP, the use of the PDMP is high, so the datea in more useful for both analysis and real-time detection of things like doctor shopping. 
Physicans resist and/or resent using the PDMP because it takes too much of their valuable time and is not convenient to use.  More pressure to use the PDMP creates more resentment about the PDMP overall. Because the tools and/or practices make the use of the PDMP much less burdensome and time-consuming, the physicians use them consistently and appreciate the value of having the information that the PDMP provides.
